Maggots in a kitchen trash bin are usually fly larvae that develop when adult flies lay eggs on warm, moist, decomposing food waste. Although disturbing, the problem is generally easy to manage: remove the garbage, thoroughly wash and dry the bin, clean any nearby residue, and prevent future infestations by keeping food scraps sealed, reducing moisture, closing the lid tightly, and taking out trash regularly.
